“海天盛筵”展館搭建完 首艘超級遊艇抵三亞


距離第三屆“海天盛筵”中國(海南)遊艇、公務機及尊貴生活方式展"開展還有1個星期。記者28日從組委會獲悉,目前所有陸上展館大棚已經搭建完畢,參加“海天盛筵”的首艘超級遊艇 “繆斯” 28日上午抵達三亞。

28日下午,記者在主展場鴻洲國際遊艇港看到,展館外部主結構已經初步成型,工作人員正在有條不紊地進行後期裝飾,包括內部通風管、水電設備、燈光效果等。記者注意到,除了高端化和藝術化,今年展館的搭建和布置還更加人性化和生態化,有的將樹木“種”進展館大棚中,有的特意增設了隔熱薄膜。

據了解,參展商由去年的150個增加到今年的230個,為了節省空間,碼頭沿岸的陸上展位也由去年的1層增建到2層,其內部設施齊備程度遠超臨時展位水平。為了充分體現各自展區的藝術感與精美度,不少參展品牌特意從國外邀請知名設計公司,從設計、規劃到施工一係列流程均由外國專業人士負責。

28日上午11時20分,來自臺灣的超級豪華遊艇 “繆斯” 抵達三亞鴻洲國際遊艇港。此遊艇長120英尺,由嘉鴻遊艇股份有限公司制造,係第一艘到港的參展超級遊艇。據介紹,在遊艇業界,長度超過100英尺的遊艇被稱為超級遊艇。3月30日,164英尺(約50米)的超級遊艇NorthernFUN預計到港,將是本次展會展出的130艘遊艇中最大的一艘。

高雄美國商會會長艾德華Brian Aiello 22日在高雄發表南台灣經濟白皮書時指出,開發中的屏東大鵬灣,未來朝向發展成為國際度假村的規畫,對Planet Hollywood 和Hard Rock等美商,具有投資商機,高雄美國商會願意扮演推手,協助屏東發展具有特色的國際休閒度假村。

高雄美國商會今年是第三年撰寫南台灣經濟白皮書,22日晚間在義大世界皇冠酒店正式對外發表、公布,會長艾德華說,位於屏東的大鵬灣國際賽車場已經完成,等於奠定聚集人潮的基礎,因為,該賽車場可以容納3萬名觀眾,進而帶來龐大的周邊商機。

因此,他肯定開發單位後續朝向國際休閒渡假村的方向規畫、發展,包括觀光飯店、國際美食、輕航機飛行俱樂部及遊艇碼頭等,不過,艾德華也提醒,在商品開發銷售的規畫上,應配合度假區的主題設計,以國際性為主,又能帶點本土特色,以迎合廣大的遊客立場。

艾德華指出,餐廳的經營規畫也是如此,畢竟,如果要吸引來自全球各地的遊客,就必須在提供餐飲、紀念品、主題商品等選擇上,取得良好的平衡。

對於大鵬灣內的遊艇碼頭,艾德華則建議,立即和台灣遊艇公會展開對話,持續尋求台灣遊艇公會的合作與協助,畢竟,台灣超過70%以上的遊艇產業,集中在高雄。

高市府勞工局訓練就業中心與環保局去(100)年首度合作開辦「木工家具創意維修班」,融合廢棄家具再利用的環保概念,同時加入文化創意設計理念,12位學員歷經六個月(960小時)訓練,今(22)日舉辦成果展,向十多家廠商及來賓展示精彩作品,盡力爭取就業機會。

近來台灣傳統木工技藝逐漸流失,正需要新世代傳承,且大高雄有許多家具製造廠及遊艇製造業,也有木工相關人才的需求;去(100)年6月,高雄市議員吳益政主持「高雄市舊傢俱再設計」公聽會,建議市府整合資源,培育工藝人才投身環保文創產業,因此促成勞工局與環保局合辦「木工家具創意維修班」,培訓兼具創意與技術的專業人才,同時為木工廠的舊家具帶來新面貌。

勞工局局長鍾孔炤致詞時特別感謝多位議員對木工班的支持,以及環保局的鼎力襄助,他指出,高雄是個廣納多元創意文化的城市,為了培養兼具「技術」與「創意」的木工人才,當初便甄選背景各異的學員錄訓,有人具備電子專業,也有人擅長室內設計、服飾設計,這都有助於學員相互激盪,製作別出心裁的的創意家具;也希望廠商能發掘合適人才,給學員職場學習的機會。

學員多從各自的生活經驗尋找創作靈感,全班最年長(52歲)的周秉弘說,本身與太太有靜坐習慣,因此設計出一張可讓人「放鬆休息、沉澱心靈」的長型坐榻,取材自木工廠回收廢料的禪坐椅,是全班最大的一件木工作品。具有皮革製作經驗的范齊,因為喜愛古代典雅的羅漢椅,用精巧的木塊交錯拼貼成椅背,還製作了茶几、腳踏,一套三件做工細緻,毫不含糊。

本次成果展邀請了「嘉鴻遊艇隆洋遊艇工業嘉信遊艇宏海遊艇奎隆實業正和遊艇新昇發造船高雄市木工業職業工會高雄縣家具工會」等10餘家廠商及工會參觀,由學員講解作品特色與技術內涵,並以電腦呈現3D繪圖技術。廠商聽取學員簡報及作品介紹後,嘉信遊艇及奎隆實業對於許書豪周宸緯陳柏年等學員印象十分深刻,而正和遊艇亦邀請木工班前往該公司參訪,希望能夠進一步了解學員的專業內涵並介紹公司的工作環境。

木工班自100年10月5日開訓,今年3月28日結訓, 勞工局表示,結訓後學員作品將移至勞教中心獅甲及澄清會館住宿部擺放使用,以汰換部份近三十年的老家具,供住宿民眾欣賞;往後勞工大學也將邀請學員擔任講師,開設生活木工教學課程。

雖然受到歐洲債務風暴的影響,導致遊艇去年的國際訂單,比全盛時期減少大約30%,但是,看好國際遊艇市場前景,兩家南部遊艇公司規畫在高雄興達港投資,擴大生產和展示、銷售遊艇,由於該地屬於海洋署所有,因此,遊艇業者希望中央政府能夠協助解決用地取得問題。

高雄「興達漁港整體發展規劃」中,遊艇城是發展主題,並集合「觀光、商業、產業、居住」四大機能的複合型港埠土地開發計畫,打造高雄另一個休閒、觀光地帶,因此,高雄市政府積極引進遊艇製造和維修廠商的進駐。

可是,興達漁基地大部份土地所有權屬於行政院漁業署,導致業者取得用地、投資的困擾,因此,台灣遊艇公會理事長呂佳揚曾經向前經建會主委、現任財政部長劉憶如表達,要求中央政府協助解決用地取得問題,推動遊艇產業發展。

同時,該地有一處2.8公頃左右的用地,屬於指定用途的乙種工業區,只能做遊艇的展示和銷售,無法從事遊艇的生產,希望高雄市政府變更為一般工業用地,除了展示和銷售,也允許遊艇製造、維修,讓遊艇產銷一貫化。

據指出,目前就有兩家遊艇公司,因為原來的生產工廠不敷使用,因而向高雄市政府申請在興達港遊艇碼頭擴大生產與展售,卻卡在前述兩大問題而動彈不得。

據透露,針對該處工業區使用項目問題,高雄市都市計劃委員會將協助變更,不過,後續是否能夠順利投資,還得漁業署同意土地的取得,業者希望第二塊大石頭也能夠迅速去除。

Survey reveals berthing facilities across the country were at 83 per cent occupancy during 2010/11

Marinas Industries Association of Australia (MIAA) has released a survey that reveals demand for boat storage space at many Australian marinas exceeds current capacity. The report entitled “Australian Marinas:  Economic, Social and Environmental Performance” surveyed 31 per cent of Australia's total number of marinas.

The report concludes that the average boat occupancy across all marinas in Australia was 83 per cent during the 2010/11 period, with nearly half of Australia’s marinas providing boat storage on both land and water.

A quarter of marinas reported over 95 per cent occupancy rates, whilst 52 per cent of marinas reported waiting lists for boat storage spaces during part or all of the summer 2010-11. It was also revealed that over a 39 per cent had waiting lists during non-peak seasons.

The Survey reveals that type, size, and location of a marina are all important variables affecting the supply/demand equation for boat storage spaces. For example, club marinas had a higher average occupancy of 94 per cent compared to non- club marinas at 80 per cent. New South Wales had the highest average occupancy for all marina types at 90 per cent, while the lowest was for marinas in South Australia and Northern Territory at 63 per cent. Marinas with over 250 berths had the highest occupancy at 87 per cent while small and mid-size marinas both had 81 per cent occupancy over the period studied.

Commenting on the findings, MIAA president Andrew Chapman, says the report highlights the national picture as both positive and negative for industry and for the three million people regularly involved in recreational boating.

“The good news is that the majority of marinas are seeing healthy demand that provides a strong platform for business growth. On the negative side is the looming supply shortage; the result of interrelated regulatory,  lease, planning and investment barriers that have stifled the creation of new marinas and the expansion of existing marinas over the last decade.  With the forecast long-term growth in boating registrations many regions will not be able to cope with the boat storage demand.

“The problem is being exacerbated in urban regions where urban consolidation means less people have the option of home boat storage. For Australia to maintain its boating, sailing and fishing outdoor lifestyle it is essential that governments better understand the economic and social significance of recreational boating and proactively work with industry to address the looming supply shortage.”

A new on-water boat show is to be held this year in Brisbane, Australia.

The 1st Rivergate International Boat Show will take place from October 5-7 at Rivergate Marina and Shipyard in Marrarie, directly on the Brisbane River.

The event will feature boats of all sizes, including superyachts, luxury cruisers, power and sailboats, fishing boats, inflatable boats, recreational water craft, jet skis, marine accessories, chandlery and more.

There will also be a sea trial area.

“After 18 months of planning, it is exciting to be receiving positive feedback from exhibitors who agree that participating in an ‘on water’ show located beside the majestic Brisbane River offers great advantages and opportunities,” says general manager Tracey Toovey.

“The dramatic backdrop of the Gateway Bridge and close proximity to the city centre, together with an abundance of ‘free’ parking nearby and the choice to arrive by water (allowing visitors to travel to and from the show easily) combine to offer an event like no other.”

Tourism, Manufacturing and Small Business Minister Jan Jarratt congratulated the Rivergate International Boat Show team for getting the idea off the ground.

“A dynamic events calendar is what makes Brisbane such an amazing place to visit and to live,” says Jarratt. “With a jam-packed and growing events calendar, it’s a hot spot for visitors and for local residents alike and I wish the Rivergate Boat Show team every success.”

Juliet Marine Systems, Inc. (JMS) announced that the US Navy/USPTO have removed Secrecy Orders previously applied to GHOST. For the first time, Juliet Marine is able to release photographs of GHOST, the first super-cavitating craft, to the public. GHOST was designed and built by US Citizens for the US Navy at no cost to the government to protect US sailors, servicemen and servicewomen.


Development of the first ever super-cavitating craft, in many ways, is as difficult as breaking the sound barrier. GHOST is a combination aircraft/boat that has been designed to fly through an artificial underwater gaseous environment that creates 900 times less hull friction than water. GHOST technology adapts to manned or unmanned, surface or submerged applications.


Any Navy possessing GHOST technology could operate in international waters undetected and would have an overwhelming advantage against conventional ships. GHOST is specifically designed for Fleet Force Protection at its present size. GHOST technology is scalable and JMS is currently discussing a plan to build a larger Corvette-sized vessel (150 feet) by partnering with a large international defense company. The US Navy could reduce its Naval footprint and financial exposure by deploying a squadron of GHOSTs from Bahrain, which would free up larger assets, such as destroyers and cruisers, saving costs in manpower and maintenance. GHOST is ideal for piracy patrols and could be sea-based to provide protection from pirate attacks that cost our government an estimated $1.5 billion each year. The world-wide shipping industry could be provided with substantial fuel savings using JMS hull friction reduction super-cavitation.


A squadron of GHOSTs would not be detectable to seeking enemy ship radar and sensors. GHOST can carry thousands of pounds of weapons, including Mark 48 torpedoes, and would be virtually unstoppable. The GHOST platform and technology could reduce the need for LCS completely with the capability to travel long distances and conduct the same missions. GHOST could make LCS a defensible platform for combat - LCS is not currently rated for combat. Today, Iran has the capabilities to stop the US Navy from operating in the Straits of Hormuz, a critical passage for most of the oil our country uses.


The Navy compares GHOST to an attack helicopter with regard to its capabilities for force protection. GHOST can deliver forces to any beach location quickly and quietly with enough weapons to conduct a hot extraction. GHOST is designed to provide military game changing advantages for the USA.

要讓碧砂漁港轉型為遊艇港,做為北台灣推動海洋活動的基地。

基隆市碧砂漁港遊艇碼頭逐漸成形,基隆市體育會帆船委員會主委鍾明華說,如果碧砂漁港是「母港」,盼市府開放其他漁港做為「子港」供遊艇臨時停泊,提高旅遊樂趣,基隆市的海上活動才會更風行。

基隆市政府產業發展處鄭念福說,遊艇母港、子港的概念和「藍色公路」相近,市府樂觀其成,但漁港是漁民優先使用。目前只有大武崙漁港較有條件開放遊艇停泊,不過還要取得當地漁民支持,公告畫設遊艇臨時停泊區才可。

鍾明華說,農委會漁業署規畫碧砂漁港轉型為遊艇港,已發包在基隆碧砂漁港築造堤防,興建浮動碼頭,增加遊艇停泊船席。今年還要發包整建碧砂漁港的陸地環境,等到硬體建設完成,碧砂港可望成為台灣的遊艇旗艦港。

「出了海,總不能只在海上繞一圈吧?」鍾明華說,政府既然有心打造遊艇港,推廣海上活動,除了把「母港」碧砂漁港建設好,也應該要協調各地漁港讓遊艇臨時停泊才對。

鍾明華說,基隆大武崙漁港和新北市金山區磺港漁港是遊艇玩家眼中良好的「子港」。遊艇玩家從碧砂駕船出海後,若能到大武崙漁港停泊,上岸吃海鮮、喝咖啡,或是駛往磺港上岸,逛逛金山老街或泡湯,也能為當地帶來商機。

鄭念福說,就基隆市各地漁港使用現況來說,像長潭里漁港和外木山漁港,碼頭連供漁船停泊都不夠用了,漁民怎麼會同意開放遊艇停泊?

對於碧砂漁港,鍾明華表示,船席已足夠,但還欠缺具規模的上架檢修廠,帆船委員會已向漁業署爭取在八斗子漁港興建,如果成真,也能為修船周邊產業帶來商機。

Sure you can own standard old submarine, but why not take it to the next step and own the Seabreacher Y -- a fully functioning watercraft built to mimic the look and feel of a majestic Killer Whale.

The Killer Whale Submarine is actually the third submarine in a family of three submersibles built to look and perform like an animal. On top of the Orcinus Orca, which is geek-speak for Killer Whale, the Seabreacher Y is preceded by both the original Seabreacher (shaped like a dolphin) and the menacing Seabreacher X (shaped like a shark).

Building on those previous platforms, the Killer Whale Submarine is a fully functional two-person watercraft designed to mimic its namesake. The sub can breach and submerge just like a real Killer Whale . It features a watertight ½-inch-thick acrylic canopy that protects the sub's pilots. Housed underneath are two control levels that allow for control and steering over the whale's (vessel's) pectoral fins, enabling the sub to roll and dive with ease.

Cockpit

With a 225-horsepower Rotax supercharged engine, the Killer Whale Submarine is able to hit speeds of 25 mph underwater and, when hydroplaning over the surface, can increase that speed to a respectable 50 mph. But that's not all; because of its abundance of power, the sub is able to “porpoise,” meaning it can jump out of the water and dive back down again just like a real killer whale. Unfortunately — unlike a true killer whale — the Seabreacher Y's dorsal fin's integrated snorkel can only ensure air supply to the engine up to a depth of 5 feet.

Inside the belly of the Seabreacher Y features all the bells and whistle one might expect to find in an underwater sub. The cockpit's dashboard includes a speedometer, tachometer, engine, and air pressure gauges. There is even an LCD display that captures live video from the crafts dorsal fin camera. And to ensure safety, both pilot and passenger seats are equipped with four-point racing harnesses.

The Killer Whale Sub weighs 1,450 pound, packs a 14-gallon fuel tank, and measures 17-feet long. And if you are dead-set on purchasing one, be prepared to pay a whale of a price — $100,000, to be precise.

最近,美國佛羅里達的崔坦公司 (Triton Submarines,LLC) 深海微潛艇 (Triton 3300) 在巴哈馬附近海域成功下水試驗。崔坦公司市場經理馬克介紹,兩年內將挑戰下潛36,000英尺最深海底,之後將搭載遊客到最深海底旅遊觀光。

我們的地球表面近70%被海洋覆蓋,但由於潛艇下潛深度的限制,目前還有95%的海洋下面仍然處於神秘的無人知曉狀態,數以百萬計的神秘物種仍然不為人知。不少探險家與商業公司都在建造深海潛艇,嚐試探索深海。

馬克接受大紀元記者採訪時說:「很難讓人相信,上到月亮上的人比下到海底的人還多。今天的技術,開發廣闊海洋的技術已經被我們掌握。設計和建造Triton用的是世界最先進的技術。」

當日試驗的這艘13英尺長,9英尺寬的微潛艇為Triton 3300,可容納三名乘員。崔坦公司提供的視頻顯示,下潛既安靜又快速,幾分鐘之內已經下潛數百英尺深。數百英尺深後,陽光已經不能穿透,駕駛員打開照明燈後,裡面的乘員才能夠看到潛艇外海底的景色。

目前軍方的潛艇,通常只能下潛3,000~4,000英尺,但崔坦公司介紹,他們的目標是下潛到海底最深的地方,也就是馬里亞納海溝,深達36,000英尺,那裏還沒有人抵達過。

不過,目前的Triton 3300尚不具備下潛36,000英尺深的條件,還在不斷測試與完善中。

兩年內將下潛最深海底

目前大多數所謂深海項目只是單人潛水器,並且只有有限的觀景區域。而崔坦的設計是一個可乘坐3人的型號,採用了最尖端的玻璃技術,用一個球形玻璃製作的乘員艙,這可以給人更引人入勝的體驗,而且這種設計給科學觀察和攝相提供了更多的方便。

據崔坦公司介紹,Triton 3300的升級版,Triton 36000/3型設計是一個高度實用型的,可用於日常下潛,並且可輕鬆從大型私人遊艇和研究船隻上啟動下潛。

馬克說:「4月或5月將再進行一次試驗,下潛至3,300英尺。兩年內將挑戰下潛36,000英尺的海洋最深處,只要完成海洋最深處的下潛後,很快就可以搭載乘客到海洋最深處或其它令人感興趣的海底。」

不過,一次探索深海海底的下潛經歷花費可不菲,馬克說:「可能是每人250,000美元或更多。」

50年前,美國海軍上校唐.沃爾甚(Don Walsh)和瑞士科學家雅克.皮卡爾(Jacques Piccard)創造了歷史,開創了一項至今沒有被打破的記錄。他們乘坐特里亞斯特號潛艇下沉11公里,到了世界上最深的海溝,此後,再沒人下潛到這一深度。

The super-wealthy are graduating from superyachts to superyacht toys, and a personal submarine is the new vessel of choice for those who have it all. Though, it's definitely growing in popularity, the super wealthy buyers are being highly secretive about letting the word out, and are actually invoking non-disclosure agreements with the submarine companies, the reasons for which remain just as clouded as the league’s of ocean they dive into. But, an anonymous billionaire to own one of the most talked about yellow submarines after Paul Allen and James Cameron amongst the known few, has chosen Triton 3300/3. As for this submarine, the name itself speaks of the depths, till which the vessel can go and word has it, that it is only the 3rd unit of the Triton 3300/3 to go into production.

Looking at some of the features that make this submersible worth a shot, it includes a 3-passenger capacity, inside what is perhaps the largest acrylic transparent dome of the pilot cabinet. What makes it all the more exciting, is the obvious 360-degree view of the aquatic life outside, without having to worry about the structure crashing in even under such high pressure. Previous experiments have proved, that the depth of 3,000 feet hasn’t yet been a deterrent for this submarine, when it took a dip at that depth near Grand Bahama in December last year. Also, the shape of the body with its vertical orientation has been uniquely crafted to ensure, that depths of such great magnitude can be reached with rapid pace, and also re-emerge when the situation so demands.

As for the rest of the design goes, sources say that the Triton 3300/3 is being built with a very similar design concept in mind, which would also be used for Triton’s 36000/3 model. The GPS interface with VHF radio is perhaps one such common feature. Though further details are eagerly awaited at all ends, but all indications heading towards conveying that Triton would perhaps emerge as a leading submarine maker, especially if they make units like the Triton 1000 and the 3300.

成大中山大學29日宣布,其聯手研發抗流型水下遙控載具關鍵性技術,與業界進行技轉合作後,開發出適用台海複雜地形、高濁度、強海流環境作業「抗流型水下遙控載具」。

行政院國家科學委員會今天舉行「海下探索尖兵-抗流型多功能水下遙控載具成果發表」記者會,由成功大學系統及船舶機電工程學系特聘教授方銘川進行成果報告。

有關研發抗流型水下遙控載具的動機,方銘川表示,由於台灣海洋環境極為複雜,對水下遙控載具屬具挑戰性的作業環境,再加上國外無人遙控載具的研發通常不太重視在強海流與高濁度環境下的技術發展。

方銘川指出,這次計畫結合成功大學與中山大學教授,執行國科會整合型專題研究計畫「抗流型水下遙控載具(ROV)關鍵性技術開發暨系統整合」,計畫為期3年,總經費逾新台幣1000萬元,開發出適用於台海複雜地形、高濁度、強海流環境作業的「抗流型多功能水下遙控載具」關鍵性技術。

方銘川說,在研發出關鍵技術後,進一步與鍵銘螺絲實業有限公司進行技轉和合作,進而開發出國內自行研發關鍵技術的「抗流型水下遙控載具」。

方銘川表示,抗流型水下遙控載具具備影像與訊號控制裝置、推進器、防水接頭、發光二極體(LED)照明設備、攝影機、繫纜、光纖捲線器、高壓艙等配備,相關技術除了已申請4項專利外,整套ROV配備產品的自製率達85%以上。

至於最快何時可以量產,方銘川估計,若鍵銘公司順利核准進入中科設廠製造抗流型水下遙控載具,最快設廠後 1至 2年即可進行量產。

另外,方銘川透露,成大正自行研發無線、智慧型水下載具,再過數月即可發表,目前此載具對距離、障礙物判斷還在寫程式測試中。

船舶中心轉型 拓展新興海洋產業



台灣四面環海,海洋資源與海洋相關產業有極大的發展潛力,有鑑於此,已成立30多年的「聯合船舶設計發展中心」更名轉型為「船舶暨海洋產業研發中心」(SOIC),未來除了將持續精進原有的船舶設計領域外,也將朝海洋能源工程、海洋運輸和遊憩等新興海洋產業領域發展。


◎發展新興海洋產業 船舶中心更名轉型

為培植台灣自立設計船舶的能力,「聯合船舶設計發展中心」在經濟部與交通部等單位支持下於1976年成立,提供船舶工程規劃、設計、研發與知識整合等服務,以協助國內、外船舶與海洋等相關產業發展。歷經30多年的努力,「聯合船舶設計發展中心」已建立一般商船、客輪、豪華遊艇與公務船艦的自主設計能力,完成階段性目標。

有鑑於綠能環保及海洋再生能源利用成為全球重要議題,「聯合船舶設計發展中心」要將觸角延伸到綠能動力技術、遊艇製造數位船廠技術及海洋產業關聯技術等領域,同時為了台灣發展新興海洋產業的需求,因此更名轉型為「船舶暨海洋產業研發中心」。船舶中心董事長蔡宗亮說:『(原音)我們聯合船舶設計發展中心必須有擴大產業服務的層面,也必須要落實產業技術服務的能量,因此我們要更名轉型。』


◎開發綠色能源 船舶中心未來重點工作

經濟部指出,台灣四面環海,在經濟產業要轉型時,海洋產業將是一個重要的發展方向,同時也要重視海洋資源的利用;因此,希望船舶中心在轉型更名後,能提升台灣在海洋相關產業研發上的能量,並引導潮流與產業發展。

船舶中心的未來工作重點除了持續精進先進船舶產業的研發,讓台灣造船業往前升級發展外,也要重視海洋能源與工程領域的發展。

經濟部表示,目前政府正在推動的「綠色能源產業旭升方案」,選定包含風力發電等具有未來性及前瞻性的重點產業加以扶植,船舶中心可運用本身專業的海洋系統整合與工程技術,從事「離岸風力發電系統」的海事工程研發與整合,以及洋流能、潮汐能與波浪能等海洋再生能源開發,促進台灣海洋能源系統技術的發展。經濟部長施顏祥說:『(原音)海洋能源及工程就是要走向海洋海域的探勘,走向離岸的風力發電、走向潮汐發電、走向海洋能,這條路是一個相當需要研究開發的工作。』


◎拓展新興海洋產業發展

船舶中心未來還要朝包括運輸服務業在內的海洋運輸,以及海洋遊憩等新興海洋產業領域進行研發,推進發展台灣的海洋產業。施顏祥說:『(原音)台灣海峽、兩岸越來越暢通以後,如何去快速(運輸)這是一個大家可以做的方向在那邊。遊憩,台灣一定要發展親水的行業,海上的活動,一些大家的遊樂、遊憩,這些活動很多,不管是北或南,都希望去發展。』

經濟部指出,希望能夠藉由船舶中心工作方向的調整與相關技術能量,促使台灣的海洋產業發展有更活潑及更新的發展方向,並提升台灣海洋產業的競爭力,為台灣海洋經濟發展作出貢獻。

Taiwan is an island surrounded by the ocean and hence is greatly potential with regard to ocean mining and ocean-related industries. To take the geographical advantage as well as to meet the emerging ocean industries, the 30-year-old United Ship Design & Development Center (USDDC) is reformed and renamed as “Ship and Ocean Industries R&D Center (SOIC).” The organization will continue the task refining the ship design and development, and it will also stretch out to marine energy engineering, marine transportation and ocean tourism.

In order to realize the self-reliant capacity of ship design and manufacturing in Taiwan, USDDC was established under the cooperation of Ministry of Economic Affairs and Ministry of Transportation and Communications in 1976, providing the services of ship engineering plan, design, R&D, ship knowledge integration, etc. and supporting the domestic and international development of ship and ocean industries. With the 30-year effort, the organization has already realized the self-reliant design and construction of one merchantman, one passenger steamer, one luxurious yacht and one official ship.

As environment-friendly green energy and marine reusable energy become globally interested issues, the organization needs to extend the scope of service to green power technology, digital ship manufacturing, and other related ocean industries, so the organization has to get reformed as “Ship and Ocean Industries R&D Center” to meet the demand of Taiwan's emerging ocean industries.

SOIC will continue the furthering of refinement of ship design and development, keeping Taiwan's ship industrial advancement. As for the new area of ocean energy and engineering, Ministry of Economic Affairs plans to cope with the government's “Sunrise Program of the Green Energy Industry” (trans. temp.) and focus on certain promising green energy industries such as wind power. SOIC, for instance, can cooperate with the government's offshore wind power system by providing with its experience and integrated knowledge of marine engineering. Besides, the other reusable ocean power applications such as current power, tide power, wave powers, etc. are also the topics SOIC will pay attention to, in order to accelerate Taiwan's total development of ocean power technology. In addition, SOIC will also include the marine transportation, including transportation service and tourism, as its main task, to support the emerging ocean industries in Taiwan.
